Operational Ontology Framework report verification

Verification
The five reviewed members support a bounded account of a public conceptual reference, not an implemented operational agent. I read every supplied report and declaration, checked its source support and evidence strength, and assessed the annotations, containment relations, four supersessions and integration dispositions. The supplied structural report has no findings; all four correction-answer files are empty. There are no correction arguments to accept or decline.
Independent source coverage and omission checks
I independently checked the frozen checkout HEAD and clean worktree, enumerated all 14 tracked files, and read every file. This covers SRC-1's two READMEs, all five docs/ files, .github/workflows/public-surface.yml, .github/CODEOWNERS, .markdownlint.json, CONTRIBUTING.md, SECURITY.md, NOTICE.md and LICENSE. The source identity and revision agree with the boundary and Source register. Source reads supply doctrine/design except for the publication workflow's implementation. No target, example, CI, network request or experiment was executed.
The consequential omission questions were whether the repository ships another operational caller or memory maintainer; whether broader Action vocabulary contradicts draft-only AI; whether write-back establishes later retrieval or acceptance; and whether publication checks justify a stronger enforcement claim. The search basis was the complete tracked tree, both language entry points, linked local documents, and the full publication workflow, rather than just the reports' selected quotations. No additional operational caller, prompt, state instance, storage/reload driver or evaluator appears in that tree. Policy, licensing and ownership files introduce publication responsibilities, not hidden operational paths. External kits remain outside the frozen source. This supports RT-ABS-agent-entry within its stated public-artifact boundary, not a negative about private implementations.
Further omission expansion stopped because all selected challenges have supported dispositions and the complete small artifact has been inspected. Unpublished implementations and linked external pages cannot establish additional behavior within this source boundary. The reports already withhold enforcement, actual persistence/reload, outcomes and causal benefit; those uncertainties do not become evidenced absences.
Operational account and memory
The source's Data → Logic → Action → Evidence → Write-back sequence supports RT-RTE-weekly-review and the workflow account. SRC-1, docs/conceptual-example.md, separately assigns AI drafting, reviewer accuracy/correction/proceed judgments, and authorized-source recording. The retained passages support these distinct responsibilities. The reports correctly leave initiation, context packaging, physical writing and later loading unspecified. Missing status and sensitive/disputed items have verification/escalation branches, not invented values or demonstrated recovery. The absence of a revision loop or persistence acknowledgment is not concealed by the delivery account.
SRC-1, docs/dla-model.md, includes internal updates and system calls as conceptual Action possibilities. It does not grant those actions to the example's AI. Conversely, the example's AI restriction does not prohibit later organization-side recording. The account preserves both facts without inferring either a software authorization guard or an exercised bypass. RT-CLM-human-authority and RT-BAP-action-authority accurately retain policy force, external organizational responsibilities and unresolved technical mediation. RT-CMP-ai appropriately leaves provider, version and parameter mutability unresolved.
The README artifact table supports MEM-OBJ-pin, MEM-OBJ-spec, MEM-OBJ-handoff and MEM-OBJ-facts. Their roles and volatility do not establish concrete storage, initialization, immutable append-only enforcement or accepted truth. MEM-OBJ-authorized-source correctly remains distinct from those four roles: SRC-1, docs/conceptual-example.md, never maps that destination to a specific artifact or backing store. MEM-BAP-state-continuity has an explicitly intended next operator in SRC-1, docs/governance-principles.md; it is not a demonstrated selection or delivery route. The memory annotations preserve this difference and do not generalize the weekly reviewer's admission role to every state edit.
RT-RTE-rule-amendment is supported as a deliberate owned change prescription by SRC-1, docs/governance-principles.md. Unknown initial admission does not erase that subsequent requirement. Legal/security/revocation precedence is correctly not promoted into executable invalidation, cleanup or rollback. The reports do not infer learning, reflection, autonomous theory building or exercised self-improvement from these state and rule roles.
Epistemic decomposition and publication implementation
EPI-OBJ-data and EPI-OBJ-draft distinguish organizational inputs from an advisory candidate. The four additional epistemic objects—EPI-OBJ-pin, EPI-OBJ-spec, EPI-OBJ-handoff, EPI-OBJ-facts—preserve assertion/prescription distinctions without asserting populated instances or verified facts.
The five weekly subroutes have valid containment in the weekly route: EPI-RTE-data-import, EPI-RTE-draft-generation, EPI-RTE-source-check, EPI-RTE-review-disposition and EPI-RTE-status-retention. Acquisition, candidate production, checking, disposition and retention are kept separate. Their doctrine-only architecture and claimed design/uninspected implementation and operation fit the source. Requested sorting does not determine the semantics of an unavailable whole draft; the indeterminate relation does not assert non-entailment. Human accuracy review is a prescribed admission point, not evidence of an actual evidence-consuming acceptance decision. Recording approved status does not by itself establish evidence-linked lifecycle integration.
EPI-RTE-completion-check correctly covers the general observable-result requirement rather than duplicating the entire weekly routine. EPI-CLM-source-warrant, EPI-CLM-result-evidence and EPI-CLM-context-invention match SRC-1, docs/governance-principles.md and docs/what-is-operational-ontology.md. Their comparison distinguishes declared requirements and prevention goals from measured accuracy, prevention or benefit.
I traced RT-RTE-public-surface and its evaluator part EPI-RTE-public-check against the complete SRC-1 workflow. The fixed tracked-file comparison, mode test, credential-marker scan, Markdown-only implementation regex, error accumulation/nonzero exit and three HTTP requests support the wired/implemented classification. The epistemic hypothetical def helper(): deduction follows the regex and suffix guard; it is not presented as execution evidence. Alternate coverage matters: non-Markdown files bypass that regex but remain subject to other predicates; the YAML workflow itself contains executable material; a changed checker cannot establish an immutable publication boundary. Neither CODEOWNERS nor the workflow source establishes mandatory merge gating. The reports therefore correctly limit enforcement to job predicates and continuation, without claiming complete credential detection, semantic correctness or operational safety.
Reconciliation disposition
The reconciliation preserves compatible findings rather than selecting stronger statuses. Each of its four supersessions identifies the same README state role in memory and epistemic declarations and retains both lenses. The weekly and publication containers remain valid alongside their declared parts; the Data/draft/Handoff object containment is supported by the example. Data content is not equated with its organizational source. Continuity and permission-to-act paths remain distinct. Every memory integration question receives a disposition, including unknown initialization and the unresolved authorized-source mapping. No missing material part or unresolved cross-report contradiction was identified. There is no structural finding requiring routing, unsupported emitted comparison value, or material defect requiring correction.
