Operational Ontology Framework: retain the positive content audit, stop transfer

Parent disposition: hold integration for an unresolved source-selection / acceptance-scope decision. The independent audit is positive with recorded limits. It establishes a useful, accurately qualified conceptual-reference account. It does not establish fulfillment or waiver of this workshop's implementation-source selection gate.

The coordinator read the complete report and independently read the frozen docs/conceptual-example.md: it expressly says the example is non-executable and supplies human review and authorized write-back prescriptions. The public synthesis accurately states this conceptual, doc-grounded boundary, no implemented read-back and no observed benefit. No source/report contradiction is asserted here, and the historical out-of-scope result is not treated as binding truth.

However, batch 22 requires a suitable implementation before these three source-reselection cases enter operational analysis. The execution contract requires a source-selection record with implemented boundary and shipped entry points, or a retained decision/blocked stop. No source-selection.json was found in this prepared tree. The actual retry input at physical log line 7 names the supplied repository, fresh source and method 83cb60e460a55b57bd69600c86d58f50b8c316db, and prohibits silent source substitution; it does not expressly approve conceptual-only coverage or waive the selection gate. This is an acceptance ambiguity, not a finding that the analysts disobeyed an instruction they were actually supplied.

The current commission says to follow workshop contracts. The coordinator therefore retains the content-positive report but does not infer a consequential scope waiver. Parent/operator can explicitly accept this conceptual-reference contribution for the named inventory target, or select a suitable implemented boundary/source. Do not acquire a linked kit, alter the current publication, create another run or mark the inventory complete under this commission. Even after a scope decision, the ordinary clean-origin integration guard remains.

All exact bytes, full member map, preparation and source identities remain in intake. The report's positive finding remains distinct from this parent transfer stop; neither clears prior results or authorizes recovery. No publication, source, method or engine state was changed.
