Scope decision: in scope, via the narrower-system route of step 1.2, not via the named kinds. The server is not an agent runtime, harness, orchestration framework, or agent operating layer. It is deterministic machinery whose deployed behavior exists only in service of a model call that runs outside its own boundary: every input it processes is a tool call authored by a host LLM, and its sole output paths return material toward that model or toward a human log reader. Step 1.2 admits exactly this case ("deterministic machinery driven by a model that lives elsewhere").

Age limitation (published): the frozen revision predates the analysis cutoff by ~20 months. This is a stable but old boundary, permitted by step 2.2 with explicit limitation. It prevents any claim about the current upstream state of this server.

Justification: every material loop recorded in the step-4 runtime baseline (RTE-1–RTE-13)
rests on inspected implementation material — index.ts read in full, plus the manifest and
