Consequential finding H1: reflection's scope is not distinguished

P/synthesis.md, “What the progression establishes”, says: “Reflection's two causal directions and autonomous performance of all internal theory-building operations are independently unestablished, not inferred absent.” The preceding sentences concern exercised construction. If that restriction is intended to govern reflection too, the public text must distinguish architectural reflection from exercised construction and name the supported maintenance exception. Neither the overview nor synthesis supplies that exception. P/synthesis-verification.md, “Retention and assessment”, endorses the assessment without resolving it.

Independent inspection of frozen SRC-1, S/cli/packages/coding-agent/src/core/repo-skills-library-manager.ts, supplies the witness:

• 1214–1248: detectConflicts compares current managed-tree digests with retained prior digests, distinguishing local modification and missing managed content.
• 1435–1460: installation/update reads previous state, computes live skill trees and calls that conflict detector; unforced conflicts prevent installation.
• 1462–1491: retained source/tree/router digests participate in the update no-op predicate.
• 1517–1547: staged installed-tree digests and inventory produce nextState; the manager writes it and swaps it into the live installation with the graph/router.
• 1347–1378: live installation uses sequential renames, with caught-error restoration afterward. This is not a crash-atomicity claim.

The selected aspect is the managed installed library, which the declared boundary includes. The representation is source/inventory/digest state. Managed changes can update that representation; subsequent representation-mediated conflict, replacement/removal and no-op decisions affect retained guidance available to later sessions. This establishes a narrow wired path, not an explanatory self-theory, universal synchronization of arbitrary writes, observed use or improvement.

The new accepted record itself supports this reading: P/runtime.md#rt-rte-library-update states that durable management state governs later discovery/update decisions, that prior state selects outcomes, and that content/state are installed; implementation status is wired, operation uninspected. P/memory.md#annotations and its admission summary likewise identify source/digest bookkeeping affecting later updates.

The prepared records contract, W/kb/agentic-system-analyses/instructions/agentic-analysis-records.md:336, assesses selected aspects, representation and both causal directions. The reflective-system definition explicitly makes reflection an architectural capacity that need not have been exercised. Lack of a construction trace therefore does not by itself defeat this maintenance witness.

Unblock: obtain a supported public distinction between the wired installed-state path and uninspected model/theory reflection, or identify a concrete missing causal link or justified boundary exclusion. Any changed accepted result needs a separately authorized route and a new exact-byte audit. This report neither patches nor chooses recovery.

Historical coverage and public qualifications

Historical leads read: prior exact-run audit, systems.md:114, and the complete archived review. Their reflection verdict was not accepted as source truth; H1 was checked against the current frozen implementation and method. The archived review uses the same source revision but a narrower construction/deployment boundary. The present enclosing-runtime analysis legitimately adds session compaction, workflow replay and paper recovery; historical fourteen-axis profile details need not survive the changed method unchanged.

Complete reads of the public overview, synthesis, boundary and report/profile verification members found useful qualifications already visible: structural admission is not semantic/native-test approval; overwrite is not authenticated human consent; registry filtering is not universal execution confinement; recovery comparison is conditional, distinct from hard-mode acceptance; reported gains are not demonstrated component causality. No executed target or demonstrated improvement is claimed.

The synthesis explicitly carries saved-workflow admission, specialized evaluators, refresh/extend and cross-host export/withdrawal as partial inventories, with prevented conclusions and resolving evidence. The older private-environment and export account is not newly certified here; these limits preclude a complete maintenance/export comparison. Those recorded limits are acceptable narrowing, but they do not resolve H1 within the already inspected manager path. Older holds and incidents remain evidence; this audit clears none of them.

The manager read independently substantiates access to the decisive path, not that the verifier applied the reflection criterion correctly. The sampled worker wrote candidate outputs, not the publication; native publication identity is separately bound above. No inference of all-worker compliance follows. Exhaustive read recovery, write-scope safety, legacy isolation and tool execution across every worker remain unaudited. No operational incident was established by this bounded sample; publication success is not a blanket operational pass.
