Summary

Von Foerster develops observer inclusion and circular human relations early in the address (PDF p. 2), then contrasts the independent observer who watches the world with the participant actor and gives the concise definition: first-order cybernetics is the cybernetics of observed systems, second-order cybernetics the cybernetics of observing systems (PDF p. 11). Allowing the observer into descriptions changes questions of management, therapy, education, and ethics because actions and descriptions participate in the world they address. The ethical maxim to increase choices (PDF p. 12) is a normative consequence of this stance, not a technical definition of second-order cybernetics.

Necessary conditions versus illustrative features

The observing-system stance and participant inclusion are central. Family therapy, management, education, undecidable questions, choice, and responsibility are applications and consequences. The ethical imperative is not a necessary condition for a computationally reflective system.

Assumed system boundary and people as components

The relevant boundary includes the observer/actor and the circularity of human relations. People are unambiguously participants and causal components of the social system under analysis, rather than excluded properties of a detached observer.

Causal structure

Participants' descriptions and actions alter the relational domain in which later descriptions and actions occur. Objectivity's attempted deletion of the observer hides this loop; second-order analysis makes it explicit (PDF pp. 2, 11-12).

Constraints for later Commonplace notes

If Commonplace's operator or maintainer is inside the boundary, responsibility and purpose cannot be assigned only to technical artifacts. Keep normative second-order consequences separate from Maes's computational criteria. Do not infer reflection from ethical participation, and do not classify Commonplace here.

Limitations (our opinion)

This is a rhetorical conference address and interview, not a formal model or empirical study. Its ethical imperatives are deliberately broad and should not become validator criteria or causal-connection tests without separate operational work.
