Summary
Von Foerster begins from Maturana's claim that anything said is said by an observer and adds that it is said to an observer. Language connects observers, and those observers thereby form the elementary nucleus of a society (PDF p. 1). Against objectivity's exclusion of observer properties, he asks observers to observe their own observing. He then calls the cybernetics of observed systems first-order and the cybernetics of observing systems second-order; in Pask's parallel formulation, the first-order observer stipulates the system's purpose, while the second-order observer also stipulates the observer's own purpose (PDF p. 2). The human observer is therefore inside the relevant social-system boundary as an autonomous, responsible participant (PDF p. 3).

This is primary evidence for the human-inclusive boundary question in Reflective system. It does not supply Maes's computational-reflection conditions and should constrain, not replace, that vocabulary.

Observer inclusion and analysis of observing are definitional for the second-order move. The observer-language-society triad and social responsibility are consequences or applications, not additional necessary conditions for every observing system. Autonomy and responsibility are normative consequences in the social case, not a computational test for reflection (PDF pp. 1, 3).
Assumed system boundary and people as components
The boundary expands from an observed system to the observing system that describes it. In social cybernetics, the human observer explicitly enters the system and may stipulate their own purpose; people are therefore components of the analyzed observing system, not external neutral spectators (PDF pp. 2-3).
Causal structure
Observers make descriptions; language connects one observer's description to another observer; that connection constitutes a society (PDF p. 1). At the purpose level, an observer's stipulation helps constitute what counts as the system and its goal, while second-order analysis also exposes the observer's own purpose (PDF p. 2).
Constraints for later Commonplace notes
Use second-order cybernetics for the observer-inclusive change of analysis, not as a synonym for computational reflection. If a Commonplace boundary includes maintainers or agent operators, state whose purposes define the system. Do not infer a causally connected self-representation merely from observer participation, and do not yet label Commonplace reflective or reflexive.

The essay is compressed, programmatic, and partly normative. It does not formalize component membership or causal connection, and it does not distinguish computational self-description from computational reflection. Its social-cybernetics conclusions should not be imported as technical reflection criteria.
