Verify synthesis

Give public readers an independent judgment of the synthesis's supported conclusions and the limitations that constrain them.

Judge the public account

Check every substantive statement against its cited records and reconciliation supersessions. Read the text as public readers will, without supporting-member context, and apply synthesis-type without added conditions. On a later attempt, reassess the previous verification's limits: retain those still warranted and check that the public text carries their consequences. Apply the verification type's materiality threshold; structural acceptance does not establish support, and neither budget exhaustion nor a predecessor objection settles materiality.

Write no correction and add no evidence. A record fault discovered here is a limit for the public text, not a reason to reopen reconciliation. If it cannot be stated without making the synthesis misleading, write problem and stop.
